The CDBG 2025 Program Year timeline will be:

• April 28, 2025: Community Partner Grant Application Opens Online

• July 10, 2025: Anticipated date of consideration and proposed adoption of the CDBG Consolidated Plan & 2025 Annual Action Plan

Abington Township runs a competitive application process for organizations wishing to request CDBG funds. 

As a HUD CDBG entitlement community, the Township of Abington prepares a Five Year Consolidated Plan. The Consolidated Plan is a strategic plan to implement federal programs for housing and community development within the Township. The Township is currently operating under the Five-Year Consolidated Plan for FY 2020 beginning October 1, 2020, through FY 2024, ending September 30, 2025.  These plans are developed with residents and organizations who live and work within the Township. The collaboration among the local and regional community is necessary to ensure that projects are relevant and reflect the needs of the community the CDBG program seeks to serve. Only projects that meet the needs identified in the Consolidated Plan will be considered for CDBG funding.

The needs identified in the Consolidated Plan are addressed through the development of an Annual Action Plan (AAP).  The AAP is developed each year (program years run from October 1 to September 30) with the goals, objectives, desired outcomes, public engagement, demographics, existing conditions and projects as identified in the Five-Year Consolidated Plan. The AAP is a requirement of participating in the U.S. Department of Housing and Urban Development's Community Development Block Grant (CDBG) program.

Each year, two publicly advertised meetings are held to solicit input for the AAP.  The first is structured to gain ideas on specific projects and activities. The second is to review the proposed AAP projects toward final approval and submission to HUD.

The CDBG program requires that each activity funded meet one of the three national objectives, which are:

1. Benefit to low- to moderate- income households or persons;
2. Aid in the prevention of the elimination of slum or blight;
3. Having to meet a particular urgent need.

The Township’s most effective use of the CDBG funds has been to benefit households or persons of low‐ to moderate‐ income. HUD annually calculates estimates of median family income for every area of the country. These estimates are used to calculate various income limits, which are defined as percentages of median family income, and vary by the number of persons in a household. HUD uses income limits to define low‐income status and resulting eligibility for many of its housing assistance programs. Abington Township is included in HUD’s “Philadelphia‐Camden‐Wilmington, PA‐NJ‐DE‐MD MSA”. The FY 2025 Income Limits Summary set by HUD on April 1, 2025 are:

The Township of Abington is an older established community that has approximately 98% of its buildable lands developed. The Township has primarily focused the use of its CDBG funds on the reuse and rehabilitation of its aging housing stock and public improvements. Housing and Public Improvement have been the two main areas that the Township has supported with its allocation of CDBG funds.

Currently, the needs and goals identified by the Township can be summarized as:

7. Flooding and Drainage Improvement

The Township is routinely monitored both in‐person and remotely for its various federally and state administered grant programs. In 2022, the Township was monitored on‐site by the Pennsylvania Department of Education for the Township Summer Meals Program (funded through the PDE Summer Food Service Program) and remotely by the U.S. Department of Housing and Urban Development (HUD) for the Township’s administration of the Community Development Block Grant COVID‐19 (CDBG‐CV) program to ensure that both grants were administered properly.
